Horizon Counsel believes that an attorney should be a key business advisor and a partner, not just a legal technician. Horizon Counsel attorneys provide a business-focused and practical approach to problem solving, often diffusing problems before they turn into litigation. We use our experience and expertise to provide our clients with proactive legal risk management, helping avoid problems before they arise.

Virtually all of our clients utilize traditional law firm counsel for their litigation, large M&A and financing transactions, SEC filings, and other highly specialized work. We do not generally replace these technical legal services. Rather, we supplement their services by handling day-to-day legal matters in a much more efficient and cost-effective manner.

With no hourly rates, clients are free to consult with Horizon Counsel attorneys as often as they prefer. By removing the high hourly rate structure, clients don’t have to worry about how much each phone call costs.

MEET OUR TEAM

Matt Stevens has spent the majority of his law career in house, advising healthcare entities on issues ranging from fraud and abuse, billing disputes, complex regulatory problems, and other matters typical of highly regulated businesses. As in house counsel, one of Matt’s primary duties was to assess the business’s legal exposure and legal budget. After a review of previous legal spending, Matt saw firsthand how much waste unmanaged outside counsel could create, including astronomical fees, to say nothing of the time it took for new counsel to “re-learn” the business, industry, and key staff members.

Matt saw that by having in house counsel, businesses were able to reduce total legal spending and have an internal partner to talk through the legal risks of a new venture, business process, or potential acquisition.

In 2018 Matt started Horizon Counsel to provide these services to businesses that didn’t have the size, need, or revenue to justify an in-house attorney.

Life Outside the Firm
When not guiding companies about legal issues, Matt enjoys spending time with his two kids. He also enjoys writing, art galleries, international travel, hiking, and a well-made cocktail.
